What’s a good language to build a simple desktop CRUD app?

Sorry for the kind of basic question, but I'm a noob with software development. Basically I took a rails webdev bootcamp a while ago and built an inventory management website for my dad and his small business. It had no problems for a long while but now it keeps getting infected with malware. Nuking the server and restarting every time is taking a lot of my time so I would rather rebuild the app as a native desktop app and email my father the program, hacking problem solved.

So, it's hard finding info on "how to make desktop CRUD application" for some reason, so I'm asking here. Hoping there's an easy framework I can use for this. I'm using windows/wsl2, and hopefully I can use Postgresql with it. Also if anyone knows of a tutorial that matches what I want to do, that would help a bunch.
