I have no experience in SE, but need to find a way to develop a app or website that has very limited features, what do I use?

I need to create a website that is in full correlation with your phones screentime, and locks and opens when your screentime is between a certain limit. I am looking at no-code developing websites but still unsure on how I would input live data from my phone? Any suggestions on which road I should take?
