Where do I start?

I have an idea for a software I would love to make. Basically it's a student registration that generates some forms that are needed for our education requirements. I have never worked or made a software before and don't even know where to start. Do I learn code? Is there programs or engines I use? What's the first step I need to take to start this journey?
