Looking for an app to incorporate in my security business

I’m starting a new security company and looking for software developers to create an app that allows my clients to see real time security reports, live camera footage of their property and gps tracking for our officers. This is a lot to ask for and there is an emphasis on sensitive information that needs to be secured.

As someone who has zero experience in coding or software development, can I learn to do this or create a MVP in something like FlutterFlow, or do I need to reach out to a developer and provide my idea. I know it won’t be cheap but how much money am I looking at if I decide to start a part of it myself vs having a developer create it from scratch. Thank you.
