The foundation

Hello. I want to build my first app and have no experience. OpenAI has been great at teaching me what I need and required tech xyz. The first step now is to build my dev environment (installing the framework, connecting front end and back end, etc). Is there something that basically gives you all the upfront work already completed so I can just get started on the actual coding? Would it be cost effective to pay someone to do this so I can skip this preliminary work? It feels like a lot to do and learn which is important but I just want to get to the meat of the project.
