M4 pro (12c) with 24gb vs intel windows 32gb ram

I’m a software developer and I’m currently using a windows machine with 16gb which is pretty much always at 90%+ usage with the work I do ( i dont have unused tabs open so there isnt much I can do to reduce the usage) I experience stutters with this setup.

I want to move to a macbook but anything above the 24gb m4 pro is out of my budget, but there are cheaper 32gb windows laptops out there.

If i went for the 24gb ram mac would it be as good if not better than the windows 32gb machines ( i hear mac is meant to be better with handling ram) or is it just better to have more ram regardless of the OS and processor.

I use: docker, intelijj idea ultimate, vs code, microsoft teams, microsoft edge and outlook + vpn and sometimes pgadmin + postman + putty for sshing to a server
