Does anyone know how to develop MDM softwares for iOS and Android?

I'm looking to develop our own MDM software such as Hexnode, Jamf and etc., but much simpler version.

All I need are the followings.

1. Enable / disable lost mode (Most important)

2. Remote wipe option

3. Factory reset or removing MDM is not an option

4. A couple of application pre-installed and should not be removed nor disable notification

This is all I need.

But as a person with almost zero IT information, I don't know how much it would cost and where to find people who can do this.
