I need help planning my project

I want to make an application where I can manage employees and their shift scheduling. This would be my first big project and I'm not sure how to tackle it..

Features

• Easily schedule shifts for the upcoming 2 weeks
• Show who is working for the current 2 weeks
• Archive who has worked the past weeks
• Create a profile for each employee to show when he has worked in the past, currently, and their available schedule (can only work T, W, Th, etc)
• Show analytical data such as who has worked the most first shifts, second shifts, total shifts during given time period

So my questions are

• What language/tools should I be using for this project? Should I make it a Windows desktop application (not concerned about Linux, Mac, etc. only Windows) or make it a website (if so what free website domain options do I have)?

• Also how should I store all of the data? Is there a free db server I can use? How can I make it accessible from multiple computers?
