What’s that tool that lets you quickly spin up a web app using best practices?

Awhile back I found what looked like a popular tool to quickly spin up a web app/website from scratch. If I remember correctly there was a large repository of mostly user generated templates you could search, e.g. if you use bootstrap on the frontend and php you could likely find an existing template in the repository that would let you spin up a bootstrap + php application. I think it built a folder structure, installed some npm packages you might want for local dev, etc.

Driving me nuts that I can't remember what it is!
