Is there a document creator for software design documents, where you can have a tree-view of a document, and click on each piece to get a drop down of that piece?

I'm trying to document a codebase, and it would be ideal if I can organize the text into it's folders/subfolders like how code is stored in a code base.

Is there any such document creator that allows this?
