What would I need to learn in order to create a tool like this?

So a bit about my background. I have never really made any software before, but I want to make something specific, so I was wondering what tools I might need and what I would need to learn to get from point A to point B in the fastest amount of time.

So what I want to do is build a bookmark switcher similiar to this application

Its very handy but it lacks some features I want, so I'm thinking I'd like to crack a shot at making something similar that has some important feature's I'd want.

It lacks the ability to:

A) Use hotkeys to switch bookmarks

B) Auto change the bookmark bar on specific websites. ex) switch to reddit bookmark set when on reddit.

I ask here because I wanted to see if anyone could give me some insight into what kind of things I'd need to learn to build a tool like this. Ty!
