How do you determine the specs for a project that keeps changing before it even starts?

I've had some potential clients like this – a big idea, visionary product, they want a platform/app build quickly but it's really unclear what we're building and how to specify the details. The features change every day and they can't really determine specific problems they're trying to solve. How do you get from a broad scope of the project to determining exactly what needs to be built?
