Fastest way to build a desktop application in Windows

I need to develop quickly a desktop application for Windows, UI will not very difficult nor priority.

I'll need a DB and excel import/export.

As in the last 20 years I've developed mostly web applications , I have no idea what to use. I wouldn't mind building a local web application if it's easier (I'am afraid however than installing/shipping to users will not be easy).

I'm really looking for the easiest option here, not only for a pretty standard development, but also for distribution.
