Continuous Learning under presssure?

I've been reading a lot about devops and continuous improvement. Most recently The Phoenix Project. A lot of these sorts of books/talks suggest continuously learning, but in my place of work we're always under pressure to be producing the next feature.

Does anyone have any experience in how to balance this? Advice for achieving this? Many of my coworkers (myself included) don't feel like we have time to take a second to learn something, reflect on a project, etc. when there's always that next task that needs completed (and of course it's always an important one).
