Looking for a tool to create a windows application that loads a single localhost website

I have a client that has a piece of software that runs as a localhost website. I'd love to figure out how to get this to feel more like a standalone application, rather than a website that has to be accessed with a browser. I assume there are some tools to create an app that loads up a single website, and acts like it's a piece of software, rather than a third party website?
