Where to put development instructions?

I'm working on a couple open source projects using different languages and frameworks.

When switching back and forth I frequently forget various parts of my workflow, like how to perform a build, run tests etc.

I want to create a help file which summarizes these steps. What's the conventional name for such a file and where does it usually go in the project tree?
