What it take to develop a management window app?

Does anyone have any experience in develop a management app specifically in product management app using barcode?

Currently i am working for a digital marketing company and I want to quit to make my own product which i already had my customer field. The requirements are:

• Using barcode to manage product
• A monthly reminder build-in
• Add product picture and relate information
• Local or online storage (TBD)

The software itself is not really complicated but it's require high performance and light weight. Plus i have no exprerience working with barcode printer and scanner . I'm thinking about hiring freelancer but i want to really know how to make it at first hand then freelance later. The closest software that i think is a gym membership management software. So if anyone has exprerience or information in develop that type of software can give me some advices that would be appreciated.
