When your software (web page or an app) is ready to be released for the first time?

Hey,

I hope you can help me put some light on that little philosophical question.

(I know that one should go with MVP, however what an MVP is, is a highly opinionated).

Let's consider a super simple app – a ToDo list.

If someone release this app in early stage (assuming no critical bugs) may benefit from early feedback, but also is risking low initial scores in GooglePlay/AppStore which will burry the app forever.

So, when an app is ready to be released?

When graphic is good but functionality is limited?

Or release super early with red banner "BETA"?

I won't find concrete answer for such question, but I'm interested in your opinion from software development process point of view (since "release" is also part of software development).
