Best technologies for rapid internal app development?

My company has a need for a variety of simple internal apps – form detail and grid (array) data, CRUD functions, some business logic. Transaction volume is low. Oracle is our database. We'll need logging, authentication / authorization, reporting etc. Everything will run on internal Windows PCs. Some long running processes may be delegated to a server. Which technologies would you choose? Thanks.
