How do you deal with debugging problems in CI?

At almost every company I've worked at, there will come a time where someone has to sit at their computer for hours, pushing and re-pushing small changes or debug logs up to a branch to debug a test failure they can't reproduce locally.

Is this a universal experience? How do people deal with this? It just seems horribly inefficient
