Looking to design and create a software app/product – where/who do I contact to get started?

I’m not a software developer- more of a business owner and entrepreneur- I have a plan on paper with a problem to solve focused on fixing/making the recruiting process better for hiring managers/businesses and candidates. Where do I go from here to design and build? I’m USA based.
