Which language to choose for video uploading backend api?

I am currently implementing it using nodes, not sure if I need to consider any other. How are you implementing it in your application?

Context
Size: 100-200mb mp4 files.
Upload Traffic: 10-20 uploads/hours (so its not heavy traffic)

Read Traffic: 1000-2000views per hour(approx)

What I am interested to know

• Upload api design ( Fail over scenerio, how to resume on fail over etc)
• Read api ( What sort of caching should I enable)

concurrent upload can be ignored at the moment.
