International Companies for software development near/off shoring

At the moment it is quit difficult to find embedded software developers (c++, qt). So, now I (as a software deportment head) am challenged to find a solution to this problem. One obvious solution is near and off shoring.

What companies are the big player in this field? Can you recommend a big company?
