Building a algorithm

Im at college and for one of the projects, we have to propose a business idea. we want to propose a website that can connect students with tutors via teams in the whole world (kind of like ubereats but for tutors and students), however, we need a budget for launching the business, my question is the following: where can i find information on how much such an algorithm would cost to build, is there like a fiverr but a bit more professional, what else do we need apart from the algorithm (what do we need for the backend) stuff like that, I have no idea how to research that information.
