How can daily standups without structure even work?

The guy mentions talking about risks and treating Daily Scrums as risk-management events. I get that. But HOW exactly is that supposed to happen without any structure? Wouldn’t it just end up in a FFA with everyone talking about nothing in particular? I mean, we've got a structure and I still feel like we're just wasting 15 minutes of our day, everyday.
