Need some help

I apologize if this is the wrong place for this, and I really don’t know what I’m talking about so I was hoping for some advice at least.

So I work at this retirement plan company, we do everything by physical papers, which is needless to say very outdated. My boss was thinking about hiring a this company that makes software for things like this, but the pricing looked insane to me. Maybe I really don’t know what I’m talking about that’s very possible but 65k plus an annual fee to use our own program seemed very high to me. Because all the program would do is be able to scan financial statements (in varying formats) and recognize information to sort the statements into folders based on a handful of things. I’m not very good at programming but I know enough that that sounds very simple to me. (I apologize if I’m wrong though)

Is this a reasonable price? If not, do any of you happen to be interested in talking about writing that program for around 30k?
