Do you need a powerful processor to develop software?

Basically title. I’m wanting to buy a laptop, and I don’t have a lot to work with as far as price. There’s cheapo hp stream laptops, or lenovos with old i5’s and 4gb ram.

Are there certain computer specifications I should be looking for?

I also web design and develop, so I like to have open usually an Adobe program, an IDE, web browser, etc.
