Online based photo editor bid question

Hi. I'm just trying to nail down a really rough price estimate and what it would take to get this project done. I'm in marketing and not software development. Any insight would be appreciated. I'll keep it as simple as possible.

A web based editor. User uploads their own image. They have options like applying 3D renderings drag and drop style (pre uploaded 3D renderings like a catalog). The 3D objects will need to adjust for light and shadow direction as to make it seem like it's naturally in the photo.

HDR and exposure bracketing via single photo. Normally, It's a technique where you take 3 photos at different exposures, blend them together so you have total control over shadows and highlights. Theres desktop apps that will do their best with a single photo, I'd like to have this on a web based editor.

Sky / background removal. User should be able to change the sky to pre selected sunsets.
