need suggestions for an event database (first development project)

So I am currently a student in charge of communications for a relatively large group of cadets at a military oriented high school. I am trying to implement a new way to track events, and their attendees. Currently, we are using a poorly designed Google sheets document, and a messy Google doc. I would like to implement a centralized database that the event and administrative staff can access from the LAN. The database needs to contain very simple information such as date, time, location, and an attendance list. I also would like to develop a piece of software specifically to interface with this database.

Basically I'm asking what the easiest way to set this up would be, I was thinking something super simple like a MySQL database, then make a simple gui program in visual studio to input and query data.

Is there any better way to do this? Or does anyone have a suggestion on how I should go about this project? I have roughly a month to get it up and working.

I have never embarked on a development project like this, as my main goal is networking, as I want to be a network admin, this would be my first development project, so any advice would be appreciated. Especially as I'm the only one here who seems to have any major computer knowledge.
