How difficult/expensive would it be to make a simple program like photo bucket? I’ve never had to consider massive amounts of server storage space

The program would just be a place to store photos in a cloud, that can be accessed at any time and can be shared with a link. That’s all. No other bells and whistles.

Would this be difficult/expensive to build for a entry level hybrid app dev?
