Backend Question for Refillable Game Cards?

I have an app idea for a small business that i work for (not as a developer). The business is an adult arcade of sorts with classic terminals inside to refill game cards. I was wondering how do those cards work on the back end or if there is anything online that i can read up on. I want to build something that people can refill their game cards and see their stats on their phone and at home.
